Bob Zunzer, O/DDA, phoned Tom White, Acting Deputy Legislative Counsel, to report that Harry Esterley, Deputy Chief of the Photographic and Printing Division, had a request from a Lance Sendsen, of the House Select Committee on Assessations, for enlargements of twenty photographs, nature undescribed except that they are considered "sensitive". The request had not come through OLC. Staff Director, HSCA, and Svensen after he arrived at P&PPD, with advice and Dick Rinehart, HCCA and the following was ascertained: The Office of Security Director, HCSA, has been appointed as the Office of Security man working at HSCa underlook to make the arrangements, explaining how it got out of channels: the photographs consisted of twenty 35mm slides of the autopsy of the Luther King. The slides had been made available by a authorization of the HSCAs. The government agency with a possible propriety question, and no other federal government agency, with the possibility interest? One copy only of each was desired, enlarged for use by a medical panel being charged by the HCSa considered it a reimbursable activity. Agency providing Mr. Ersterley and stated that that OGC saw no problems in the agency providing this service. I asked that this work saw no following: that a representative of the HSCA was to be present during the entire procedure; one copy only made of each slide; the agency was to keep no copies of any of the material, all being removed by the HSCCA representative; that the cost of the work was to have been reimbursably by HSCSA.
