The CIA representative in Madrid commented that the name of the 10-0-3-11/16- Secretary was rendered politically as "Mr. Edwin" or "Mr." E-Vivir. The report received by CIA contained a speculation that the subject of the conversations was the possible sip- port that the Negro movement in the United States might lend Peronin in the efforts to return it to power.
